Getting rid of the state scholarship program

I got my Masters' Degree from University of Illinois/Springfield with the assistance of a Legislative Scholarship from my home State Representative--Cal Skinner. I worked FOR YEARS serving the people of the State of Illinois (honorably) and NEVER got paid anywhere near what my services were worth. BUT--I got a great education with that scholarship and considered it my duty to repay the taxpayers with service. Sure, there have been some abuses of the scholarship program--but for ever abuse there are probably a thousand stories just like mine. So getting rid of the program is a bad idea--FIXING it would have been better.
